I couldn't believe he said this. But what is so sad is that his programs will reward people who do nothing. Oh, join the Peace Corp or the Military. Hello!!! We already have programs the reward people like this!
But, if you are going to SPEND, how are you following your own advice?
I too want to see people responsible but that's not the way.
